Carter commenting on the Tokai Mura facility to then Ambassador to Japan, Mike Mansfield. This note was scribbled on a July 12, 1977 confidential cable from Japan concerning the Tokai Mura reprocessing issue and future U.S. - Japan relations. It shows how urgent this issue was and that a compromise was in the works. "To Cy, Inform Mansfield that I will personally expedite the compromise decision. He can tell Fukuda. Give me options without delay. JC"

This second comment shows how frustrated Carter was when the Japanese continued to announce visits publically without consulting the administration beforehand. This happenned on a number of occasions and the Carter Administration often had no choice but to arrange the meetings as announced. Just goes to show you that not all was rosy as it may have appeared. "Cy, This kind of thing should be worked out privately instead of following the Japanese policy of inviting themselves with a public announcement of unscheduled visits - I resent their taking advantage of us like this, J."
